Home Ministry issues guidelines for reopening manufacturing industries

A few days after the gas leak incident at Visakhapatnam, the Union Home Ministry today (Sunday) issued guidelines on resumption of production in manufacturing companies during and after the lockdown. The Ministry of Home Affairs has issued this guideline keeping in mind that mechanical, electrical and chemical devices that are shut down during lockdown can be dangerous for workers.

GVV Sarma, Member Secretary, National Disaster Management Authority (NDMA), has written a letter to the Chief Secretaries of all the States and Union Territories informing them of the guideline. According to Sarma, industrial units were shut down for several weeks during the lockdown and some operators may not have adhered to the established standard operating procedure (SOP).

This can cause hazardous chemicals in some manufacturing facilities, pipelines, valves, etc. to become hazardous. Facilities for storage with hazardous chemicals and flammable substances can also have this problem.

Many energy sources can be dangerous to operators-supervisors working in the service or maintenance of electrical, mechanical or chemical equipment when the lockout / tagout process is not applied. Heavy machinery and equipment can be dangerous when not maintained in a timely manner.

Sarma has asked all district officials to ensure that special attention is paid to security during and after the reopening of industries.

The Home Ministry has advised manufacturers not to try to achieve higher production targets, saying the first week of resumption of industrial units should be considered a trial period.
