Many states that have suffered economic losses due to the lockdown have resumed liquor sales. About 15% of the total revenue of the state comes from the tax levied on liquor so that the sale of liquor has been resumed.
In the current circumstances, the sale of liquor is the only source of revenue for the states. Crisil reports that about half (45%) of the country's alcohol consumption is consumed in the five southern Indian states of Andhra Pradesh, Kerala, Tamil Nadu, Telangana and Karnataka. Taxes on alcohol have been increased in some states to offset economic losses. In Delhi, 70% 'Special Covid-19 cess' has been levied on the maximum sale price.
75% alcohol is consumed in 12 states
Twelve states account for 75% of the country's alcohol consumption. Apart from the five states of South India, it includes Delhi, Punjab, Uttar Pradesh, West Bengal, Madhya Pradesh and Rajasthan. In terms of percentage, Tamil Nadu has the highest sales of 13%, Karnataka 12%, Maharashtra 8% and Delhi 4%. In this regard, Maharashtra has the highest tax on alcohol as compared to other states.
Daily loss of Rs 679 crore
During the first and second phases of the lockdown, the states lost an average of Rs 27,000 crore due to alcohol during the 40 days. During this period, the states have received an average of Rs 679 crore in a single day.
States earn in this way
According to the PRS Legislative Report, the main sources of revenue for the states are SGST (43%), land revenue-VAT and sales tax (23%), excise duty (13%) and other taxes. Excise duty contributes the most to their total earnings which seems to be the highest on alcohol.
With the exception of Gujarat and Bihar, all the states and Union Territories have a large contribution from the sale of liquor. In Tamil Nadu, there is a special charge, transport fee, label and brand registration fee on imported liquor along with VAT on liquor.
Indians drink 5.7 liters of alcohol per person annually
According to the World Health Organization's 2018 report, the annual consumption of alcohol per person over the age of 15 in the country in 2005 was 2.4 liters. In 2016, it increased to 5.7 liters. In 2010, men drank 7.1 liters per year and women 1.3 liters per year. In the year 2016, this figure increased to 9.4 liters and 1.7 liters respectively.
